Founded in 1917 as Barclays Bank DCO, Rokel Commercial Bank has a rich history and a strong foundation in providing quality banking services to the people of Sierra Leone. Originally established with 100% shares owned by Barclays Bank, the institution underwent a significant transformation in 1971 when it was incorporated locally as Barclays Bank of Sierra Leone Limited. At this time, 25% of its shares were owned by Sierra Leoneans, with 75% retained by Barclays Bank International. This strategic move aimed to foster local ownership and instill confidence among Sierra Leoneans in their banking sector.

Over the years, Rokel Commercial Bank has expanded its services and network, becoming a vital part of the country’s financial landscape. By the early 1990s, the bank operated 16 branches across Sierra Leone, offering a range of basic banking services such as Savings and Current Accounts, Foreign Exchange, Bills for Collection, and Safe Custody. However, the outbreak of civil war in 1992 and its subsequent escalation led to a significant reduction in the bank’s network, culminating in a single branch by April 1998.
